This is a critical role within the Council’s Transformation & Delivery Unit, where you will lead the development and delivery of high-impact business analysis across major projects and programmes. You will take the organisation from complex problem definition through to strategic solution design, ensuring all proposed changes deliver measurable benefits and align with the Council’s long-term vision.
Your responsibilities will include designing target operating models, developing robust business cases and leading process mapping and redesign for both current and future states. Acting as a senior professional expert, you will formalise the business analysis practice by creating toolkits, sharing best practice, and providing hands-on mentorship to junior staff and Management Trainees to build sustainable internal capability.
Candidate Profile
The core requirement for this role is extensive, demonstrable experience as a Business Analyst with a proven track record of applying a wide range of analysis tools and approaches within complex project environments. You must have the independent judgment and creative problem-solving skills needed to navigate ambiguity and drive large-scale transformation initiatives.
The ideal candidate will have:
• Technical Expertise: Strong knowledge of business process mapping, financial modelling and redesign techniques, with the ability to translate user needs into clear functional and non-functional requirements.
• Strategic Design: Experience in designing target operating models and writing robust business cases to ensure transformation options are feasible and beneficial.
• Methodological Excellence: A thorough understanding of business analysis methodologies and a commitment to Continuous Professional Development (CPD) to stay current with the latest tools and best practices.
• Stakeholder Influence: Exceptional communication and negotiation skills, with the ability to act as a “critical friend” to senior leaders and secure buy-in within complex, political environments.
