As a Project Manager in our Major Works & Capital
Projects team, you will play a vital role in delivering projects that support
community growth and sustainable development.
This is an exciting opportunity for an experienced
professional to oversee a dynamic portfolio of construction projects. From
initial project planning and procurement through to delivery and completion,
you’ll ensure that every project is delivered on time, within budget, and to a
high standard.
Working with a range of stakeholders, you’ll address
technical and regulatory challenges while maintaining clear communication and
collaboration across council departments, stakeholders, contractors, and the
local community.

Candidate Profile
(a) Education and formal training
- Educated to degree level and possess at least 5 years of relevant work experience
- Project management qualification, Professional membership of relevant association
(b) Relevant technical experience, knowledge & skills/abilities
- Proven expertise in coordinating and delivering construction projects, with substantial experience in office administration, project management, and resource allocation across multiple complex initiatives.
- Experience in interpreting data from stock condition surveys to support the planning and delivery of individual capital projects, ensuring alignment with project-specific objectives and organisational requirements.
- In-depth experience in contract and procurement management, ensuring compliance with RICS standards and achieving high-quality project delivery.
- Knowledge of integrating project methodologies with established systems, tailored to RIBA, RICS, and other procurement and delivery frameworks, to maximise efficiency.
- Skilled in preparing and negotiating terms and conditions for engaging consultants and contractors, clearly defining performance expectations.
- In-depth knowledge of current health and safety legislation, property compliance, and regulatory responsibilities, with a focus on public sector standards.
- Proficient in the use of advanced IT systems, including project management tools such as MS Project, Excel, and Word, as well as estate and facilities management software, to streamline processes and reporting. Skilled in using AutoCAD to interpret and work with technical drawings and schematics.
- Expertise in managing contractor performance to ensure project milestones are met, budgets are adhered to, and quality standards are maintained across various work types.
- Strong financial acumen with a proven track record in project costing, budget control, and expenditure monitoring, ensuring transparency and accountability.
- Experience in producing clear and concise reports, providing actionable recommendations to senior leadership and stakeholders on project progress and outcomes.
- Effective negotiation skills with contractors and suppliers, achieving favourable terms while maintaining service quality and project integrity.
- Outstanding organisational and time management skills, capable of coordinating complex projects, managing competing priorities, and meeting critical deadlines.
- Skilled in building and maintaining relationships with diverse stakeholders, including clients, contractors, and community groups, while effectively communicating technical information.
- Adept at identifying and implementing innovative solutions to address project challenges, ensuring effective problem resolution and project success.
- Excellent interpersonal and communication skills, fostering collaboration among teams, stakeholders, and external partners to deliver successful project outcomes
